When I ride my YX600 Radian at night and flip the turn signal switch, the headlamp dims, and not only as the turn indicator lights flash. I'm aware not to expect the headlamp not to to be real bright at idle and it does brighten above 3000 rpm but the problem exists regardless of the engine rpm. I checked the battery with a hydrometer and the specific gravity reading seems fine, the battery is only 1 year old and the terminals are tight and the headlamp connectors in the headlamp housing seem ok. Should I replace the battery or is it normal for the the flasher relay pull this much current?
What is the voltage output of the charging system?

Most likely the voltage regulator or alternator. I'm not familiar with your particular bike, but you got an electrical charging system problem. Fix it soon, or your new battery will be toast before long.

Ok, using a Fluke digital multimeter, I recorded these voltages:
Key off - 12.1v
Key on - 11.2v
With flasher on - 9.7v
Running @ 1300 rpm - 12.0v
Running @ 1500 rpm - 12.4v
Running @ 3000 rpm - 13.7v
with flasher on - 12.0v
Running @ 4000 rpm - 13.7v
Running @ 5000 rpm - 13.7v
I'm going to go the cheapest route and buy another battery before I start digging into the charging system.
